Shane killed Randall. He was with another group of survivors who began shooting at Rick, Hershell and Glen. They shot Randall in defense, but they took him to the farm to see if they could help him. The original plan was to drive Randall several miles away and let him go so he wouldn't know where the farm was. They did not want Randall leading anyone back to the farm. However, they discovered that Randall had gone to school with Maggie so he knew where the farm was. They decided as a group to kill him. Rick wasn't able to go through with it, so Shane killed him.

The "Walking Dead" series is based on the comic book series. The eventual demise of Shane occurs during the sixth issue so it was always in the plans that his eventual death would occur. The writers felt the need for Shane to die at the hands of Rick because the season is largely about Rick's transformation into a confident leader.
