There are four seasons of Yu Yu Hakusho and each one has its own villain.

For season one it was: Hiei, Gouki, Kurama, and Toguro brothers (at the Yukina episodes).
For season two they had a lot of enemies, but the villians were Toguro (Elder snd Younger), Karasu, and Bui. I don't think the others were villains because they become friends at the end.
For season three it's: Sensui, Itsuki, Sniper(I forgot his name), Kamiya and Elder Toguro.
And for the last season it's really only Yomi, with his plan to take over the Human Realm and everything.
The villain poses a threat to people :) :p
