There is some debate over this; Couregges (french fashion designer) did initially raise some hems a tiny bit in the early 60s but it was his boots with pointy toes that came half way up the leg, that caught on, then the story goes, Mary Quant, a UK designer, realised that the boots needed a shorter skirt i.e just above the knee and the so called 'mini skirt' was born; This was around 1963 or so.
