Most would say Theodore Roosevelt, but this was not entirely correct. Colonel Leonard Wood was the Commander, and TR was the Lieutenant Colonel (Executive Officer) and this was true from fornation until they were preparing to take San Juan Hill on 1 Jukt 1898. At that moment Colonel Wood was advanced to Brigadier General and took command of a Cavalry Brigade which included the Rough Riders. At that point Roosevelt commanded.
