It wasnt really one person it was many the Kellog-Briand pact was the treaty that outlawed war though ,but the wars now are totaly bypassing the pact.I think they abolished the act so that we could go into war ,but I also tink that its not abolished but the way we go into war is by just cause. The Emancipation Proclamation threatened to free the slaves who were in the south if they did not rejoin the union. So nothing outlawed slavery outright but each state legeslated for itself and after the war the south had it forced upon them.
