George Weasley is 19 at the end of the final book (Harry Potter and the Deathly Hallows).
In this movie and book, the main characters (Harry, Ron, and Hermione) are all quite young and known of the more adult themes have even come into play yet. Since they are about 11 or so, I believe a little below that would be a good age. It does get somewhat scary or frightening in the end, but otherwise I good work of art. It is rated G for all audiences, also.
