No, They are two different characters. Uncle Henry is the Uncle of the character Dorothy Gale, who is abducted by the cyclone ( storm, not the amusement ride) to Oz.The title character was played by Frank Morgan. In a sense he is a mad scientist. Uncle Henry is a farmer. no connection!

The Title character better known as the Wizard. In the classic film version he was played by Frank Morgan. It is understood that W.C. Fields ( original and intoxicated Mad Hatter) was considered for the role, and it fits in a way, as the Wizard is essentially a fraud and in a way a forerunner of Orwell"s Big Brother.
