Many citizens were discontent with the oligarchic rule, which led to a desire for strong leadership. Additionally, the tyrant often garnered popular support by promising reforms, land redistribution, and relief from debt, positioning themselves as champions of the common people against the elite. Solon outlawed debt slavery which is when people with severe debt would sell themselves into slavery to get out of debt.
Those who had been sold into slavery for debt were glad to be redeemed. The general mass of the population was glad to have rights to property confirmed, and not be liable to be sold into slavery for debt. The aristocracy were unhappy to lose unfettered control and worked to regain it when Solon's year in office ended. It regress to the stage where the majority put a tyrant in place to protect themselves from this reversion to the bad old days.

He ended debt-slavery and bought back the farmers sold into slavery. He limited the absolute power of the aristocrats, hoping to bring about an acceptable balance. He left office at the ed of his year, and things slipped back, so that there was popular support for the rise of a tyrant Pisistratus to restore a workable balance to Athenian society.

The large landowners dominated. In addition they lent seed grain to small farmers after droughts and if the debt was not repaid could sell the debtor into foreign slavery to recoup the debt. Women were an underclass, kept in purdah in the home to work and reproduce. Slaves, over a quarter of the population, were treated at the whim of their masters. While the debt-slavery problem was resolved to avoid revolution, the other problems of women and slaves remained.
