Officer Murdoch was trying to get everybody to calm down and stay away from the boat because they were starting to come towards him (and the boat) and so he threatened to shoot anyone who took one more step closer. Somebody behind Tommy pushed him forward and Officer Murdoch responded quickly by shooting him in the right lung. When Officer Murdoch realized he had just killed an innocent man, he kills himself..... The sad part is that Officer Murdoch was one of my dad's best friends ancestor. Him shooting Tommy was just for the drama of the movie (didnt really happen because Tommy wasnt real!) and so the makers of the movies had to apologize to Ireland (where Officer Murdoch was from) for misrepresenting him..... he may not even have killed himself.
