In wizards the movie, Alex won, but she gave up her powers when she wished for everything to back to normal. so,actually, no one has their full powers. Max is supposed to win from what I've heard.

Mason said he was sorry but sorry was not enough for Alex. "I never want to see you again" swore Alex. But just then it wasa battle between Juliet and Mason. After the battle Juliet won.
