In 1955, the LAPD formed a contest to give its Police Academy a motto. Officer Joseph S. Dorobek submitted the winning entry, "To Protect and to Serve."

In 1963, the City voted to adopt the slogan for the LAPD, and so adorned it's Headquarters Building and its radio cars with the slogan.

Susbequently, many Police Departments nationwide have incorporated the venerable saying into their own police oaths of office. However, many invert the order of the words 'protect' and 'serve.'
