Well it's very relative really. Maybe people from "other" countries are outspoken, and Finnish people are just normal? Well kidding aside, Finnish people are very literal about everything they do or say and they value self-control and personal space. Therefore it's normal for them to be reserved. To put it short, it's a cultural thing.
