No. It is not correct.
All promotions are done on the basis of seniority-cum-merits for the selection of Lt. Col. and higher officers, by a Promotion Selection Committee and for the senior posts like Lt. General or Chief, Secretary defence, Minister of Defence and the Prime Minister are also involved in that.
