Because sedimentery rock is formed under the sea, sediment collects at the bottom of the ocean, and so does a few dead sea creatures, then t gets squashed by other sediment, igneous rock is formed by lava cooling, so there is no fossils in it.

Fossils are the remains of once-living organisms which lived on, in or near to sediments where their remains could be buried. If they were found in igneous rocks they would have had to have lived in molten lavas or similar magmas which is clearly impossible. The few fossils found in solid lavas tend to be charred remains of trees caught in a lava flow.
