They are probably dim because the plastic lens has faded. You can clean them with a product called CrystaLenz. I use this product when I detail headlights at used car dealerships, and it works extremely well. Check out their website www.CrystaLenz.com for more information.

loose connection to the dimmer switch. Check the dimmer switch by dialing off low - hi and back a few times while you have the parking lights on. Also check for a lose fuse.

Poor ground or weak alternator/battery. Have your electrical system checked. If your headlights are like the Headlights on most Voyager/Caravans the lens is dirty. I detail headlights at used car dealerships in the Jackson Tn. area and I use a product called CrystaLenz to restore the lenses. Most cars with plastic headlight lenses and especially Chrysler/Jeep products have that problem. Check out their website for more info. www.crystalenz.com.
I doubt if you need to remove your headlights. Mine were extremely dim and I considered replacing them, but instead I bought two bottles of cleaner and polisher. Can't remember the name, but any O'Reilly's has it. You apply with an orbital sander (use a rag over the top NOT the sandpaper) and it does a fantastic job of returning your lights to brights. Costs about $12.
Usually dim headlights are caused by a poor ground connection.
