Because of shameless and wanton greed on the part of studio heads. Movie studios typically pressure or force directors to censor their movies down to an R or even a PG-13 rating, because they can make more money off of R and especially PG-13 movies. Studio heads could not care less about making quality films. They care about nothing but money. And no one under 17 can be admitted to an NC-17 movie, which means that the movie will lose all the box office sales from the under 17 crowd. Kids under 17 can go to R-rated movies if they have a parent with them, but a lot of parents will not allow their kids to see R movies. Even if they do allow their kids to see R movies, they may not have the time or the inclination to take their kids to every R-rated movie they want to see. Thus, R movies are often censored down to a PG-13 rating, so anyone of any age can see them without a parent. A restricted audience means less ticket sales at the box office, basically. As a sort of consolation prize, the uncensored version of the movie will be released on DVD, but in those cases it is invariably called the "Unrated" version, not the "NC-17" version.
