The actors didn't quit, the series ended. With only eight episodes made for Law and Order CI, season 10, the show's final season ended with the series finale that aired on June 26, 2011. The reason given for the decision to end the series was dropping ratings.
Goren and Eames were originally replaced by Det. Zack Nichols for season 8 and 9 to boost ratings. But Goren and Eames were brought back for season 10 in an effort to win back their fan base.
