Jason has many resons to kill. Society turned its back on him, he was pushed into a lake, he saw his mother get decapitated by a machete. Apparently, since the only person who ever loved him and connected him to the outside world was killed, he lost it, and began killing anyone who ever crossed the turf of "camp blood".

I've never seen him kill any children (although I haven't seen all of the Friday the 13th movies), but I assume he would, theoretically, if a child crossed his path. But children being brutally tortured and killed is kind of taboo. Movie violence isn't taboo anymore, but movie violence against children still is. People would protest a movie that portrays children being ripped apart limb from limb, like how Jason kills his victims. So, most directors won't put a kid getting killed by Jason in their films.

But, in theory (like, if Jason were real) yes, I think he would kill children. All of these slasher-movie killers are supposed to be somewhat inhuman: Michael Myers, Jason and Freddy, all of them are supposed to have no mercy for anyone. They're supposed to be truly evil.

Jason Voorhees was killed as a child and is therefore sympathetic with children.

In Friday the 13th Part 6: Jason Lives, Jason enters a cabin and sees a little girl awake. He stares at her for awhile, then bends close to her. She closes her eyes and Jason turned around and walked out into the camp grounds. He didn't kill her and gave no inclination that he was going to.

So, no, Jason Voorhees does not kill children. Although in Friday the 13th Part 4 he tried very hard to kill Tommy Jarvis who was 11, but that was only because Tommy stabbed him in his head when Jason went after Tommy's 17 year-old sister.

In Friday the 13th Part III, Jason does indirectly kill an unborn child when he kills the pregnant mother.

The short answer is no, the Franchise runner's and directors, such as Tom McLoughlin as well as the actor's who have played him have made it clear that he won't kill children as he sympathizes with the fears's children experience do to his own past experiences, namely his torment as a child and his own death.

For more direct evidence, in Part VI, Jason walks into a cabin filled with children and does nothing more than look at one of the girls who wakes up with curiosity while she prays to "make the monster go away." and simply leaves the cabin afterwards without incident. By comparison when facing a teenager or adult, Jason mercilessly kills anyone who crosses his path.

Several script writer's as well go out of their way to not only show Jason not killing children, but actually protecting them. Several of the early scripts of Freddy vs Jason have Jason act as protector against the child murder Freddy Kruger. One even goes so far as to having Jason sacrifice himself to save a child from Freddy.

Actually, many people would say NO. Jason was tormented by bullies his entire childhood to the point where he was pushed into a lake due to his birth defects. He also witnessed how his mother, the only person who ever loved him and connected him into the outside world, got her head chopped off. It is obvious he just wants to be left alone from the very society that made his life miserable.
