To make the movie more true to life as oppose to having another Hollywood (happily-ever-after) ending. Rose's survival represents all the first-class women who were given a seat on the lifeboats. Historically, one 4 women from the first-class went down with the Titanic. And Jack, poor Jack, he represents the hundreds of men and people from the third-class who died that horrible night in the cold water.
Besides, the movie would not have been as dramatic and memorable if Jack had survived. The audience would not have felt such a depth of lost at the tragedy without the death of their leading man.
That aside, I have to say, I've always been a sucker for happy endings and wouldn't have mind seeing the movie ended with Rose and Jack riding off into the Santa Monica sunset together. At last, it was not meant to be... and I was crying buckets during the raft scenes.
Also, it shows how Rose remembers Jack after 84 years, and how her heart will go on.
