Actually this answer is only part of the reason. Back in the 70's and early 80's New Zealand's economy was thriving and there were lots of job openings but not enough workers. So the government went to the islands and told the Polynesians that there was work for them in NZ, the government allowed them to live in house's the government owned and they were able to send money back to there families. Once the economy had died down the government then went around and 'threw out' the 'over-stayers' the people they had brought over to help with the economy.
