Peter built a new capital for two main reasons:

1. He wanted to be closer to the inland European countries and not far and isolated. It made trading through the sea easier. The new city (made of mostly of stone) was a new beginning which brings me to the second point

2. St. Petersburg also became the face of the new Russia, inspired by other European "beauties", especially Versailles. Moscow was old and traditional. Peter wanted a new and innovative country.
