Shere Khan, the tiger in Rudyard Kipling's "The Jungle Book," primarily wants to kill Mowgli, the human boy. He sees Mowgli as a threat to his dominance in the jungle and harbors a deep-seated hatred for humans, whom he blames for past injuries. Shere Khan's pursuit of Mowgli drives much of the story's conflict.
They both can win a fight with each other, but the one fighting in the home field would win. For example, shere khan would win the fight in a forest, but scar would win the fight in a grassland. Shere Khan is stronger, has more muscles with longer claws and teeth, and is heavier, but scar is a better fighter than shere khan.
The main character that doesn't try to help Mowgli is the antagonist Shere Khan the Tiger. Shere Khan hates man and wants to kill the "man cub". Kaa the snake also proves of no help to Mowgli. In fact, tries to eat him. King Louis of the apes, though he does not intend to harm Mowgli, cannot be said to have helped him either.

In "The Jungle Book," the tiger Shere Khan speaks against Mowgli at the council meeting because he sees Mowgli as a threat and wants to kill him due to his fear and hatred of humans. Shere Khan is concerned that Mowgli's presence in the jungle may disrupt the peace and safety of the animals.

Mother Wolf is feeding her cubs when she and Father Wolf hear the tiger Shere Khan attacking some humans. Father Wolf goes to investigate and hears something approaching through the undergrowth. He prepares to spring at the intruder, but as he does so he sees that it is a naked baby boy, or as he calls it, a man's cub. Mother Wolf is curious to see what a man's cub looks like, so Father Wolf picks up the baby and carries him inside. After a moment the hungry baby pushes aside one of Mother Wolf's cubs and begins suckling from her. Mother Wolf is so impressed by the "man-cub's" boldness that she decides to adopt him. Because his body is as hairless as a frog's she calls him "Mowgli", which means "frog" in the wolves' tongue. In order to be accepted by the wolf pack all new cubs must be shown to the pack's leader Akela at the Council Rock and spoken for by two wolves who are not its parents. When Mother and Father Wolf show Mowgli, none of the wolves will speak for him, but Baloo the bear who tutors the wolves does so, and Bagheera the panther, who is a guest at the pack council but not entitled to speak for the man-cub, offers to buy Mowgli's life with a freshly-killed bull. Shere Khan arrives, claiming that the man-cub is his prey, but the pack accepts Bagheera's offer and sends Shere Khan away. And so Mowgli grows up with the wolves and is tutored by Baloo and Bagheera, while Shere Khan bides his time, waiting for an opportunity to kill the man-cub....
Its lots of themes, one of them could be (power to control/lead the jungle) Shere Khan wanted to kill Mowgli, because non could see him in the eyes, he was human and could control The Red Flower, fire which all animals were scared of.)

There is no bad "guy" in The Jungle Book, at least not in the animated movie, however Shere Khan the man-eating tiger has vowed to kill Mowgli so he can be considered the 'bad guy' so to speak. Also Kaa the python tries to eat Mowgli.
