Sweden signed the NPT because it wanted peace and didn't mind having the nuclear weapons kept by the 5 selected countries. It's also in peace with everyone so it didn't really matter if it had weapons or not because Sweden doesn't have to defend itself from any attacks, unless it's from terrorists of course.

Yes, a NPT Valve would be a valve with pipe threads as opposed to a sweat valve which has solder connections. There are several other type of piping connections too.
