There were no child labor laws, factories needed as many workers as they could get, families needed as much money as they could get, and children had smaller fingers and hands, making them ideal for some more precise jobs.

They were very cheap labor, and small enough and having small enough hands to reach into machinery and fit into places to fix things or get something unstuck; many lost limbs doing this like this. (They worked mostly in factories with large machines.) Also, there were no child labor laws in action at this time, so it was legal to employ a kid.

Kids are small and can fit underneath machines, they also dont require as much pay as a fully grown adult man would have to be paid. Children during this time were paid little to nothing, which benefitted factory owners.
