They sent up flares because the people on Titanic could see another ship close by (the California) but she did not respond to Titanic's CQD messages. (California's wireless operator was in bed because he had been on non-stop since 6am) and the other ship did not respond to Morse lamp (it was too far away. The only other way Titanic could get the other ships attention was to send up flares.
During the actual disaser, there were no emergency flares (as claimed by the Titanic film), so instead the celebration fireworks were used. A ship did happen to see the flares but sadly thought nothing more of them than being used for a party on the ship.
