Because some people in Japan, especially young girls and women, get surgery to make the eye appear bigger. Normally the surgeon folds the an eye lid to expose more of the eye. There is also the surgery which Japanese and Korean women get which is the brow lift. Japanese people love big eyes, and they hate the fact that their eyes are thin and slanted, so they feel the need to surgically make them bigger.
