Most likely, it's not the speakers themselves but instead, is the receiver/amplifier to which you have them connected. When a piece of electronics equipment is turned on, it's possible that there may be a section of electronic circuit board wire tracing that's the correct length to `tune into' a specific radio frequency. After that happens, it's not much for the electronics to demodulate the sound and pass it along to the power amplifiers and then into your speakers. This is especially true for certain frequencies like CB radio and some closer FM frequencies like the police bands from a passing squad car. The problem is, that most manuufacturers really don't shield the electronics from outside interference as well as they should.
Another possible source could be from the wires you have connected from one device or another to the power amplifier if say for instance, you're using your stereo to amplify the televisions sound, or from a phonograph/CD/DVD player that's also attached.
One of the things you can do when it takes place again, is try repositioning the wires to help eliminate the interference. Sometimes just taking a wire that's stretched out straight and then putting curved sections here and there will eliminate the problem entirely. work with it until you determine which wire is causing the problem. Then you can either buy a replacement and give that a try (something with better shielding) or add some loops in it. It may take some detective work before you accurately find the cause, but it can be annoying.
