The arrow tattoos are for airbenders only, not all Avatars. Aang got them because his natural element is air, and they get the tattoo to show everyone he is a master airbender. Roku was a firebender originally, so of course he will not get tattoos.

Aang's mother is only shown in one episode, and in that episode, they never clearly state who his mother is. In the "The Avatar and the Firelord", the minute they showed Avatar Roku die, they switch to where Aang is shown as an infant. The woman that is holding him I suppose is his mother, but there is no guarantee. The Air Nomads don't focus on families, let alone focus themselves as a community.

Avatar the Last Airbender is about a 12 year old Air Nomad/Monk called Aang who is the avatar and must master the four elements (air, water, earth, fire) though he is an air nomad so he has masterd airbending. the avatar must keep peace and restore balalce in the world. when the avatar dies he is re-incarnated into the next nation in the avatar cycle (Roku dies and is re-incarnated into Aang). when Roku died, the Fire Nation started a war, they used the power of Sozin's Comet to kill all the air nomads (Aang left home and was frozen in an iceburg near the South pole/Southern Water Tribe) the war has been on for 100 years and the Fire Nation have almost won the war. Sozin's Comet is due to arrive by the end of summer and Aang was found at winter. so Aang must master the four elements and defeat Firelord Ozai before Sozin's Comet arrives. but there are lots of things that stop Aang from defeating the Firelord
