Because she wins the most its as simple as that really. Chloe is good dancer truly just as good as Maddie and Abby knows that, however Maddie's wining streak is bit stronger than Chloe's so in Abby's eyes Maddie's is "the best." Abby is ignorant and if a new dancer or any of the other girls were to start beating Maddie (which I am sure they could but Abby makes sure they do not.) Abby would drop Maddie like a hot potato and favor that girl.
