The China government (notice the word government, not the citizens) don't really think it's rude and disrespectful.

The first reason they banned it is about money. The Japanese animation is really popular, and the animation studio in China is unable to flourish. They don't actually banned animation, just foreign ones, because they want the money to stay within the country. China studios do make anime, and they are not banned.

The second reason is the fear of cultural infiltration. They don't like the idea that kids are learning from the Japanese culture. They think it will corrupt into thinking more like Japanese, and the Chinese culture will be lost.

Third was because of conservatism over child learning. Japanese animation often contain a lot of violent scenery, and is becoming much more sexual. Even here in US, they always end up cutting some parts of it.

Chinese people actually love animation. It's just the government, some of the conservative folks, and the business people (Ever been to some of the small, conservative towns? Where they banned magical books because it corrupts kids? And where they banned big business and supports small business? Kind of like that.)
