Because like any parents and/or guardian he wants his loved ones to be safe. Darry is also new to the parent thing. He never had any experience in that area.. His parents die and all of a sudden he has to protect and provide for his brothers. He has strict rules because he cares and loves his brothers and wants them to be safe and protected.
