it's either because it is on VHS and it has no menu because only DVDs have menus or it's because some Disney DVDs have an option called fast-play in which it will skip the menu and go straight to the movie. This is an option. To turn it off select main menu when it goes "this Disney DVD is enhanced with Disney fast-play..." or press the main menu button at any time.
