First of all the sea witch does not cut out the little mermaids tongue - she merely steals her voice. How this is done on an anatomical level is never clear. I believe this to be true even of the original story by Hans Christian Anderson (and fairly tales in his time did not shy away from the graphic).
The little mermaid permits this to happen so that she may become (physically) human and pursue the love of the handsome prince.

The big bad wolf and the wicked witch are archetypes of evil in the good vs evil type of story... the black and white bad guys with no redeeming qualities. Most bad guys in real life aren't like that, but in stories they usually cut away the humanity to make the story clearer and easier to interpret ethically.

You couldn't wear a petticoat with a mermaid wedding dress unless it was specifically cut in the shape of the mermaid dress. A petticoat is made to flare out the skirt which you would see in a ball gown or flared tea length gown of the 50's.

get a pair of shoes and trace them side to side on a sheet of paper. around that make a drawing of a mermaid fin. around the edges of the mermaid fin only, cut it out. now take a sheet of plexiglass, large enough to fit the sketch on, and using sharpie draw around the stencil you created. cut out the sheet of plexiglass in the shape of the mermaid fin. once that is done look at the sketch. comparing to it take a pair of sandals and glue it in the same spot as you put it. super waterproof glue it to that spot. now you have a monofin.
