Through infidelities yes. Hera is strong enough to maintain a level of respect from Zeus. A few historians and stories tell of a different relationship while older stories and the creation of the Olympian rule reveal Zeus's fear of Hera.

She was only jealous of the ones that Zeus had had with other women because they meant that Zeus had cheated on her, because she was his wife
