If your Bose system is working correctly, chances are that the impedence of your headphones are loading down the output causing the lowered volume.

I'd suggest you try a different set of headphones and see if that helps. Maybe try a lightweight set from an iPod, portable CD player, etc. and see if it improves. In many cases, the older 8 ohm headphones generally don't work too well with today's audio equipment.
