Most Governments are always trying to invest in poverty but money is very limited so they usually can't issue enough money.
The government gets money from taxes, some services, and printing money and other things. They can't print out billions of dollars and just issue it all to the poor, it will just cause a huge inflation in the currency and make the currency worthless.
The best way to combat poverty is to donate to trusted groups that specialize in helping the poor. Money, food, toys, clothes and many more things are usually accepted as donations.
