Togekiss is like the evolution of Clefairy, to Clefable. As soon as you evolve these pokemon, they will not learn any new moves, which is why it is a good idea to evolve them after they have learnt all available moves.
You can do this with an everstone, or just not use evolution stones on them.
Im not too sure if they can still learn TMs so you could always try that.

∙ 11y agoOnce a Togetic evolves into Togekiss, it is not capable of learning any additional moves upon further leveling up however the Move Tutor that helps reteach a Pokémon a level-up move that it either forgot or missed in exchange for a Heart Scale can be used so that Togekiss will learn moves such as Extremespeed, Air Slash, Sky Attack and Aura Sphere.
