It is too heavy to bring it to the surface by hand. The titanic is a big ship and to bring it out using a ship, it would have to be a huge ship which can be done. The reason it wasn't is because it would be expensive. Scientists can easily go under water to see it so it would be a waste of money.
Because this ship is in extremely deep water, It is broken into two peices and it it has deteriorated to a pont where the integrity of the thing is such that it would fall apart in the attempt. Even if it were posible to get the bits up to the surface it would just not be a financialy viable proposition.
Its way too deep and heavy. Also fragil and you need lots of oxygen to power to get it.
The Titanic has't been risen, because it's too rusty. Its possible that any attempts to raise it short of teleporting it could make it disintegrate.--------And, it's too deep. No diver has ever gone to that depth. They send mini-robot-subs to see the wreck.
