I don't think vampires hair can grow, but if Alice didn't like her hair short than she would get extentions.
Once a vampire their hair won't grow, Alice has her hair styled as it is short, this is because in her last human years she was in a mental hospital and it was likely she would have been given a short haircut by the hospital which would have made it short and spikey.
