Why shouldn't he be?
Gandalf and the rest of the Wizards were sent from the Far West on order of the Valar to assist Elves, Men, Dwarves, Hobbits, Ents, etc. in fighting Sauron. The only Wizard to fail in this mission was Saruman. He would be required to be nice to them as part of his task.

I would not use the words nice or required. He was there to help but was able to determine what that meant himself. As noted above Saruman was able to make his own decisions, as was Radagast. The two 'blue' wizards disappeared into eastern middle-earth. All helped in the ways they saw fit.

Bilbo baggins is in the hobbit and the lord of the rings and so is Gandalf. The Shire is also involved. Gollum (smeagol) and the ring are also involved.
Grumpy is the dwarf who is most of the time unhappy, but he is nice. Grumpy is not a villain, but he is just not calm like the other dwarves.

There are many, many LOTR "good" characters. Here are a few of the main ones: Frodo Baggins, Samwise Gamgee, Meriadoc Brandybuck, Peregrin Took, Aragorn son of Arathorn, Legolas Greenleaf, Gimli son of Gloin, Gandalf the Grey (and White), Bilbo Baggins, King Theoden of Rohan, Eomer and Eowyn of Rohan, Elrond Halfelven, Arwen Evenstar, the "Smeagol" side of Gollum, Faramir and Boromir of Gondor, Haldir, Galadriel, Celeborn, Rosie Cotton... as well as many others in "The Silmarillion" and "The Hobbit", not including every member of the good armies.
If Gandalf and the dwarves did not show up to rescue him, Bilbo Baggins had a plan to make his way through the tunnels to locate them. However, he is saved from that undertaking when he hears the dwarves and Gandalf talking.

Yes, the wizard(Gandalf) likes Bilbo very much. It is by the will of Gandalf that Bilbo comes along with the dwarves for the quest. His concern for Bilbo can be seen when all the dwarves come out from goblin's cave but Bilbo remains behind. Gandalf continues to visit Bilbo even after the end of dwarves quest.
I think Gandalf came to Bilbo to either get a 14 man. (Another reply) Gandalf was helping the dwarves, and he believed that Bilbo could help. However, his help to the dwarves was secondary to his main mission: to get information about Sauron. Sauron is mentioned in the Hobbit, as the Necromancer; in the Lord of the Rings, Gandalf confirms that the "Necromancer" was no other than the old enemy, Sauron.
In the beginning, Gandalf was Bilbo's only defender. Gradually the dwarves came to trust their little "thief."
The book starts with Bilbo Baggins meeting Gandalf the Grey. There was a tea party that Gandalf arranged, pulling in 13 dwarves with him.
