The MPAA said they gave it was PG-13 "for some sequences of intense action violence and frightening images".
It was rated 12A (PG-13 equivalent in the UK) because it "contains moderate fantasy violence and threat".
So those two together should give you the overall idea.
Well, at one part it kind of looks like Hermione and Harry are "doing it", there is some violence, dealths, depressing parts and parts that might be a bit scary for younger children. I recommend 8 and up or a mature 6 or 7 year old
