Stephen Biko, an Anti Apartheid leader (who was murdered in 1977) was seen as a threat by the South African Apartheid Government. Those who were listed as threats (as Stephen Biko) were banned by the government from speaking to more than one individual, at one time. This did not apply to a person's home.
The reason for this "ban" was simply another from of suppression of the Black inhabitants of South Africa by the White Apartheid Government. The rule of speaking to one person, at a time, greatly limits communication and collaboration amongst the oppressed group, and thus, another means to control non-whites or those Apartheid affected, directly.
