Dogs are begging to be overpopulated, some have no homes, some are being killed because there is no homes for them to live and shelters cannot possibly keep them all. So they either become neutered and cannot produce or they become over populated. All male dogs are not neutered.

No, it means that it has the potential to be alive. I think that for something to be considered alive, then it must be able to move, reproduce, sense, grow, reproduce, excrete and rely on nutrients for its survival. (note: that's just my opinion)
