Laws are intended to protect the citizens of a country as well as promote health. One of the reasons for prohibiting drinking by minors is that this substance brings havoc to the cells of growing humans. For adults though it is different. A little alcohol is needed by the body. Notice however that even adults are penalized for driving under the influence--which is a manifestation of the state's intention to protect its citizens.
