If you mean the film then there is no specific reason relating to it. It was originally one of Ian Fleming's first Bond books, it was quite a short novel and was rather popular at the time. However after Dr. No came out it was quickly forgotten. The title to this book was simply reused as the one for the film (possibly, at least in my opinion, because the film had no plot of any sort to attach a title to) Hope this helps.

Or, it could be related to the meaning of the words: quantum meaning a specific measurement and solace meaning to comfort or console. The woman who Bond was in love with died at the end of Casino Royale and because of the circumstances, he was both upset and angry. It makes perfect sense to call this movie that.
