Because they care about people and their envirment and by asking us to negotiate, they're just showing us that they want to help us to keep the air clean. Since they can't keep our air clean for us over here their trying to negotiate. We do share a border with them. Our government is probably going to make this a big deal and make it seem like it's a bad idea, (like having universial health care) because it's healthy to have clean air and they just want us to be sick so we pay health insurance companies and pharmaceutical companies. Can't everyone see what OUR government is doing?
Polution is harmful to human beings, so if you are not producing, or benefitting from someone's pollution, it can be very upsetting. For example, wouldn't you be upset if your neighbor's dog was constantly pooping in YOUR yard and they didn't clean it up. You would have it all over your shoes, and clothes, and you would track it all through your house, and you would have to smell it all the time.
