At that time, movies weren't "rated," they were simply "approved" or "disapproved" under the Hays Code. If disapproved, it simply wasn't distributed, plain and simple.

The modern ratings system didn't start until the late 1960s, and there was an initial adjustment period meaning that ratings of movies in the late 1960s and early 1970s might be somewhat different (either stricter or more lenient; it went both ways) than they would probably get if they were being rated today. Midnight Cowboy, for example, was initially rated X, before that came to be pretty much exclusively associated with "porn"; there are also examples of movies with some nudity gathering G or PG ratings.
