The reasons is that you are suppose to get all the badges first. Just to spoil this for whoever is reading this, the last gym leader, or the Viridian gym, is the team rocket Boss, Giovani, or whatever his name is =]

That guy isn't blocking the door. It is the entrance to the Eterna City entrance. The correct path can be found by going straight and rock climbing when you are outside, instead of taking the door to your right. Just retrace your steps and try again.
