Earth's axis is tilted some 23°. The result if this is that in the more northern (and southern) latitudes, the days are much shorter in the winter season. The sunlight strikes the earth at a lower angle, so the earth radiates more heat than it receives. This reduction in temperature is sufficient to fall below the normal freezing point of water, so instead of rain the result is snow.

It doesn't snow anymore at night than it does during the day. If the temperature is near freezing, the snow will stick better at night when the sun is not there to melt it (diffuse radiation that is scattered by the clouds can still melt snow, certainly better than none at all).

Because you live in the northern hemisphere. If you lived in the Southern Hemisphere,

then Winter would arrive in June. In either case, when the sun reaches its lowest

daily altitude in the sky, and the weather begins to be really really cold, you call

that time the arrival of Winter.
