Pencils produce carbon dust when used. In space the dust will float around and contaminate electronics, carbon dust is electrically conductive. If it got in to electronics it could easily short them out. A'sealed pressurized ink cartridge' was developed by Paul fisher ( and associates) in1965
To make it harder. Pure graphite would be too soft for use as a writing pencil.

Ink relies on gravity to make it flow down and out of the pen. When you are in space, there is no constant gravity so the ink doesn't flow. A pencil doesn't have that problem, it works regardless of gravity. Just put pencil on the page and push it around and the graphite tip will leave a mark.
